Does A4 have one fixed pixel size?

No. A4 has a fixed physical trim size of 210 × 297 mm. Its pixel dimensions depend on the selected PPI.

Why is A4 2480 × 3508 pixels at 300 PPI?

Each millimetre value is divided by 25.4 to convert it to inches, multiplied by 300, then rounded to the nearest whole pixel.

Are the listed dimensions trim size or bleed size?

They are final trim dimensions. Bleed is printer-specific and must be added separately to the artwork canvas.
